Vienna, June 11, 1910. WITH reference to your despatch No. 122 of the 23rd November last, I have the honour to report that I have received to-day a communication from the Austro- Hungarian Ministry for Foreign Affairs stating that neither the Austrian nor the Hungarian Government intend to take part in the Opium Conference proposed by the United States of America, and neither Government will therefore send representatives to that conference.
